1: The Spirit of the Storm
Rizraell asks you to defeat the lireins and return the wind shards. You will find Lireins near the Neutral Zone towards the end of the Elven Forest.

Lireins are wind spirits, and can quickly stir up quite a storm! Within their bodies you'll find soulstone wind shards, good for a variety of purposes!
